Removal of highway trees

Two large trees have been removed by the owner of the corner plot of Target Firs (the new house). They have also grubbed up the whole of the hedge for a distance of 25m and installed a 6' fence. The trees were on the highway side of the fence. These were mature trees and I doubt that permission was given for their removal. PS Can we have some positive action from KCC highways otherwise Green Lane will be one long fence?

A2 Crossing update

Considering there has been a previous fatality crossing the A2- this is taking a long time to fix.

With the recent upgrade of this crossing, one would have thought a clear view would have taken priority.

Contacted by DDC who passed me onto KCC. I phoned KCC who said I would be contacted by their contractors and I have heard nothing

Personally Looking @ the plans I do you think this should be a planning issue? It clearly states trees to be retained!

Roger Frayne is activity pursuing this issue too.

Dear Cllr Frayne
Thank you for your enquiry.
It might be that what they have done does not require planning permission. The erection of a fence would require planning permission if it is over 2m high adjacent to a road and over 1m high anywhere else.
Whilst the trees in Green Lane are an asset to the road, as far as I know we don’t have any control over them. It’s not a conservation area, so unless there is an area TPO covering those trees removed, it may be that the developer hasn’t acted unlawfully. However, condition 7 of their planning permission requested them to submit planting details, which included details of trees and hedges to be retained. I shall pass your enquiry to our Enforcement Team to investigate further.

If this ends up with Paul Francis (senior Enforcement officer- DDC) I think from past problems (Kinnoul Plot) it will not be investigated properly!

Good news update we received from Cllr. Roger Frayne.

Dear Cllr Frayne I refer to your email of 19 October 2009 regarding the above site, that has been passed to me for attention. I had a site meeting with Mr Barker in September 2009 when replanting five trees as replacements for those that were removed in 2008 was discussed. I followed this up in writing, stating that the replacements should be planted in the coming planting season. I have not had a reply to my letter. If I hear nothing from Mr Barker by mid November I will write again, warning him that if he does not comply the Council consider issuing a Tree Replacement Notice. As far as the hedgerow you mention is concerned, I have no knowledge of this and it was not mentioned in any of Mr Delaney's notes prior to my taking over the case. I suggest you contact the Planning Investigation Officer who may be able to help. Regards Anne Russell

The owner of the van has been parking his van in the layby for weeks. He has a drive on which he parks two vehicles and chooses to leave the van on the road. He has now bought a caravan and is leaving both vehicles permanently in the layby. This causes a major obstruction to the view of the road for residents pulling onto the highway from their driveways. It is only a matter of time before an accident occurs.

These types of gates are high maintenance that require, at the very least dirt and derbies removed from the hinge area to enable them to close correctly.

The semi circular swing type gates would IMO be a better option.

Dangerous parking in layby

On Canterbury Road, we have a layby outside several properties along this stretch of road. Increasingly, people are using it to leave their vehicles all day and commute by bus. However, this leaves a totally obstructed view of the road and oncoming traffic. This is extremely dangerous as I leave my driveway by car and have to edge into the stream of oncoming traffic. There needs to be some form of parking restriction so that homeowners can exit their driveways safely. I have on several occasions had near misses with vehicles heading towards Dover (some of these using excessive speed). The problem needs to be rectified before there is a serious accident.

The green bushes and trees on Green Lane have ben hacked down by residents in Target Firs.
This so they put bland fences up and access to their rear garden so they can park. There is a digger here on 17th May 2015 doing one such resident.
This means more cars parking in the back of gardens bordering onto Green Lane and more traffic down a little lane.
No planning permission has been granted for any of these, and the council should act now to stamp on this flagrant abuse of the rules.

Council visited vendor of just ONE of the offenders and insisted the fence must be put up with sight line no further back into their garden, and the grass verge reseeded back to expected grass or new turf laid.

Well what can i say. A cowardly person running to KCC instead of having the decency to come and speak to the resident to find out what is actually happening.

For everyone's information i am legally reclaiming my land to the rear of my property, the trees were not hacked down but taken down professionally by a tree surgeon with the permission of DDC as there was no TPO in place.

The land is actually being made in to a play area for my young children, no parking will be constructed, yet another assumption by a small minded person with nothing better to do. So no car parking as suggested by mr small!

Also the existing trees overhung my garden that much bird poo went everywhere and posed a health hazard to my young family, sorry but i see this as a goo enough reason to remove the tree along with it blocking sun from my garden most of the day.

Planning permission is not required for these types of works so i suggest you brush up on the planning regulations and requirements before slating the local council.

If you had came and spoke to me i could have told you all of this instead of hiding behind your computer, sad man.

As for the fence, i was going to reinstate some small shrubs but after this i do not see why i should bother or incur the expense, so you can thank my ill informed and nothing better to do for this not happening now.

Temple Ewell Nature Reserve - New fence incorrectly repaired

The fence has been incorrectly repaired with 4 strands of barbed wire (see photo). In keeping with all the fences on this reserve, it should square wire mesh and finished on the top with 2 rows of barbed wire.
Whoever did this repair is endangering wildlife and pets who might run through the gap and rip the top of their backs open!

Further observations (see attached photo) to question the information provided in Ms Week's last email are as follows:

1, Public access is next to dangerous fence on right side, if you zoom in you can even make out Kent wildlife label to arrow showing directions through the gate.

2, If you zoom into the post on the top left hand side of the photo you can see barbed wire wrapped around the post, this formed the top section of the old damaged fence. As previous stated, I moved the barbed wire that was just laid on the ground out of harm way.

It's obvious Ms Weeks has not visited the dangerous fence area.

May I suggest you bring some square wire mesh, hammer and wire cutter, so we can put this problem to bed. A full size gate is available within 200 yards from this area, so I question why leave a gap in the fence anyway?

Yes it is real, you in a minority. I have donated money and given my services free to Kent Wildlife Trust (also see above post). I suggest you read the correspondence. The management of cattle (at the moment herd have run of 4 fields and another herd as 3 fields) is a joke. How do you manage the welfare spread this far apart? Yes the kissing gate could easily be fixed but it as broken chain too. It needs gate with less maintenance, like the new swing gates, simple solution would be the one nobody uses.

Finally, It would be nice if you gave a name to your attempted post you did 10 times on my website ! It would be of benefit to the local community., including dog walkers and local residents. Try Facebook, we can have photo of you.

I will be at the fence at your suggested time.

Bring some tools and mesh as suggested in my previous email, I will know you are then fully committed to resolving this issue that has taken 2 months.

I would like you to view the other issues whilst you are on the reserve, to facilitate future repairs and possibly implement my suggested improvements.

The field where the young calf spends most of it's life on it's own, needs real world volunteers attention again. This being due to previously failed public access/redesign repair work (mark 2 version !).

Also see below the comments that were posted by myself on Fix My Street in response to the written abuse (attached) that I assume from one of your helpers tried to post 10 times on my local Temple Ewell Blog. I would suggest the quoted "Real world volunteers" do the work correctly first time!!

Dear Mark,

Not a productive meeting at all, I am very disappointed at the attitude of John McAllister especially, details as follows:

1, I have removed John's email because he stated he had not read any of my correspondence and neither would he. Apparently he has not got the time!

2, Apparently I had stated cattle had been injured on the dangerous fence, I asked them both if they had read any of my emails.

3, Sorry Mark, no photo's of the repair because John does not do this work - no date given for fix date.

4, KWT tried to blind me with science (green and scrub areas) of why cattle have run of 4 fields. Cattle are told every day what field to graze on, farmer a cattle whisperer ! IMHO spent grassland needs a rest.

5, KWT agreed that the broken gap (again dangerous barbed wire) in fence need to be fixed, but head of reserve John could not give an approximate date. (Part of the problem #4)

6, The mark 2 version of the access gate was going to be fixed by post in front of access ( I explained this is not a good idea as this method had been used on at least 5 other damaged gates over the years) Cattle just knock them down, waste of time and money.
Surprisingly, John was not phased that young calves could be split from its mother, but could not answer how it was to feed on it's mother's milk though.

7, Green Lane and A2 chain / kissing gate, can't afford tools or time, I explained when the ground freezes it's impossible to close . I reminded John, this was the same problem seen previously with the gate in the London Road area where cattle had escaped endangering the public .

8, Reference, no manned telephone apparently was myself and other residents' fault. I said why would I have taken the time to post on Fix my street in preference to calling.

9, I said why this had taken 2 months and 1 day for the meeting to take place. More shockingly I asked why It had taken a month for initial first contact from KW, the response was John was on holiday !! But I sent via DDC to Info@kentwildlife.org.uk so why?

Conclusion: I am sure Kent Wildlife doesn't appreciate dog walkers who are the "eyes and ears for the reserve", they stated I had an attitude problem!

They asked why you were not at the meeting, I stated I was the best person because I have been walking on the hills for more than 13 years. Luckily, dog walkers Linda and Jamie backed up my concerns of management of the reserve (unlucky it was such a dreadful day today we might have seen more) .

Maybe when I said to you that I had been told by another dog walker John had left, maybe it was wishful thinking by him !

Good news dangerous fence now fixed as it should have been in the first place.

I have been contacted about a more serious barbed wire fence problem (approx 10 meter long section running adjacent to the A2)
I told the person/persons to use the Fix My Street to report the fence. In the mean time at great danger to myself, I made safe part of the worst section (Free of charge Kent Wildlife !)

I will contact you again when the other problems are fixed.

When roads are resurfaced & signs are put up advising drivers of loose chippings please can the signs be removed, signs are still in place all over Kent, incl Whitfield Ave, months after the work has finished.

As shown in the photo the remainder of the gate and fences that protects the A2 from cattle, wildlife, pets and motorised vehicles emerging on to the carriageway. Safety issue, possibly accident. This has been reported to Martin Neic but no update as been provided to myself or local councillor. Residents are still waiting for the missing restricted access sign being fitted in this area.

Debris, broken kerbstones, traffic cones etc litter this roundabout. Please clean / remove and add to regular cleaning schedule.
Faversham to Dover A2 has long suffered with litter issues resulting from the Port traffic issues. Bins in lay-bys overflow, bottles full of urine etc.

Email to KCC, Martin Niec, more delays
Steve, Enquiry 639325 (Missing gate and fencing A2) - the KCC website states Enquiry investigated and customer updated, can you provide this communication evidence, please?
Martin, I am unsure whether I have conveyed this in previous emails but this gate/fence is not on highway maintainable by KCC; it is on the A2 maintained by National Highways. Faults can be reported to them at National Highways Report a problem
Steve, FYI - it's a pathway leading to the A2 (NOT ON OR PART OF THE A2), as shown in the photo I provided to you, therefore it's a KCC problem! You clearly stated you would have a look.
Why don't you check previous emails?
I can confirm you have not, therefore customer not updated, hence my chasing you!
